Bilateral agreements


Agreement between the Government of the Republic of Zambia and the Government of the Russian Federation on Visa-Free Travels for Holders of Diplomatic Passports


The Government of the Republic of Zambia and the Government of the Russian Federation, hereinafter referred to as "the Parties",

guided by the desire to contribute to the development of friendly ties between the two States and to create the most favourable conditions of mutual visits for nationals of the Republic of Zambia and nationals of the Russian Federation holding valid diplomatic passports,

have agreed as follows:

Article 1

This Agreement shall concern the holders of the following types of valid passports:

diplomatic passports of nationals of the Republic of Zambia;

diplomatic passports of nationals of the Russian Federation.

Article 2

Nationals of the State of either Party holding valid passports mentioned in Article 1 of this Agreement shall be entitled to enter into, exit from, transit through and stay in the territory of the State of the other Party without visas for a period not exceeding 90 days from the date of entry.

The total period of authorized stay of persons specified in Article 1 of this Agreement in the territory of the State of the other Party shall not exceed 90 days within each period of 180 days from the date of their entry.

Article 3

  1. Nationals of the State of either Party holding valid passports mentioned in Article 1 of this Agreement who have been appointed to diplomatic mission and consular offices of the State of this Party or to missions of the State of this Party to international organizations are exempted from the necessity to obtain a visa to enter into, exit from, transit through and stay in the territory of the State of this Party throughout their accreditation period.
  2. Upon arrival in the territory of the State of the other Party, the persons mentioned in paragraph 1 of this Article shall be accredited within 30 days on request of the relevant diplomatic mission and in accordance with the legislation of the State of the host Party.
  3. The regulations concerning entry, exit, transit and stay established by this Article shall also apply to family members of the persons mentioned in this Article, their minor children and unmarried major children unfit for work if such family members are holders of valid diplomatic passports or if the information about minor children is included in the valid diplomatic passport of one of the parents.

Article 4

Nationals of the State of either Party holding valid passports mentioned in Article 1 of this Agreement shall enter into, exit from or transit through the territory of the State of the other Party through border crossing points open for international passenger traffic in accordance with the legislation of the State of either Party.

Article 5

Nationals of the State of either Party holding valid passports mentioned in Article 1 of this Agreement upon arrival in the territory of the State of the other Party and throughout their stay therein shall be obliged to respect the legislation and regulations of that State.

Article 6

None of the provisions of this Agreement shall limit the right of the competent authorities of the State of either Party to refuse the entry into or interrupt the stay in its territory of any national of the State of the other Party subject to this Agreement. This Party shall immediately inform the other Party thereof through diplomatic channels.

Article 7

1.         Either Party may suspend this Agreement wholly or partially for reasons of public order, national security or public health. The other Party shall be immediately notified thereof through diplomatic channels not later than 7 days prior to the entry into force of such suspension.

2.         A Party that has decided to suspend this Agreement for reasons mentioned in paragraph 1 of this Article shall immediately notify the other Party in writing through diplomatic channels of the cease of existence of such reasons and the resumption of this Agreement.

Article 8

1.         The competent authorities of the Parties shall exchange the specimens of valid diplomatic passports, as well as the information on the procedure for their application through diplomatic channels within 30 days prior to the entry into force of this Agreement.

2.         The competent authorities of the Parties shall inform each other of any modifications to diplomatic passports and furnish the specimens of new modified diplomatic passports through diplomatic channels at least 30 days prior to the date of the introduction of these modifications.

Article 9

1.         Should a valid diplomatic passport be lost or damaged in the territory of the State of either Party, the national of the State of the other Party holding such passport shall immediately notify thereof the competent authorities of the other State through a diplomatic mission or a consular office.

2.         A diplomatic mission or a consular office of the State of nationality of the holder of the lost or damaged valid diplomatic passport shall issue the holder a new valid diplomatic passport or temporary identification document authorizing his or her entry into the State of nationality and notify thereof the competent authorities of the host State. The exit with newly issued documents shall be realized without necessity to obtain visas or other authorizations from the competent authorities of the host State.

Article 10

Any differences between the Parties concerning the application of this Agreement shall be settled through consultations or negotiations between the Parties.

Article 11

This Agreement may be amended by consent of the Parties.

Article 12

1.         This Agreement shall be of indefinite duration and shall enter into force 90 after the date of receipt of the latter written notification of the fulfillment by the Parties of domestic procedures necessary for its entry into force.

2.         Each Party may terminate this Agreement by sending the other Party a written notification through diplomatic channels. This Agreement shall be remain in force for 90 days after the date of receipt of such notification by the other Party.

 

Done at Sochi on the 23rd of October, 2019 in two copies, each in the English and Russian languages, both texts being equally authentic.
