In accordance with the latest amendments to the decree of the Chief Medical Officer of the Russian Federation No. 7 dated March, 18, 2020 “On ensuring the isolation regime in order to prevent the spread of COVID-19” and the order of the Government of the Russian Federation No. 635-р dated March 16, 2020, for those entering the Russian Federation, the following rules of migration and sanitary control apply.
Citizens of countries with which Russia has visa-free travel agreements and those intended to enter Russia in relation to the death of a close relative (spouse, parent, child, adopted child or guardian). Such travelers must provide copies of death certificates and documents confirming the degree of kinship.
Foreign citizens whose close relatives (spouse, parent, child, adopted child or guardian) are in need of medical care. Such travelers must provide copies of documents confirming the condition of the patient and the degree of kinship.
Foreign citizens entering Russia to obtain medical treatment. Such travelers must provide an official invitation by the medical organization, approved by the Ministry of Health of Russia.
Besides, crossing the state border of the Russian Federation all foreign citizens must provide a medical document (in Russian or in English language) confirming the negative result of a laboratory study of the material for COVID-19 by the polymerase chain reaction (PCR) method, done no earlier than three calendar days before arriving on the territory of the Russian Federation.
In case of absence of the medical document confirming a negative laboratory test result for COVID-19 (PCR method), foreign citizens must be tested for the new coronavirus infection within three calendar days in the Russian Federation.

It is important to note that in accordance with the order of the Government of the Russian Federation No. 635-р dated March 16, 2020, entry into the Russian Federation is temporarily restricted for all foreign citizens (including citizens of Zambia), with the exception of citizens of Great Britain, Turkey, Switzerland and Tanzania, as well as individuals who have diplomatic, service or ordinary private visas issued due to the death of a close relative, as well as ordinary private visas issued by the decision of the Russian Ministry of Foreign Affairs.
